The railings on the left, the blue ones, are blue for a reason. It's Redland Police Station.

There's a pedestrian walking down the middle of the street.

Since pedestrians don't pay road tax they have no right to walk in the roads and should stick to the pavements where they belong.

YES - There's a pedestrian, who hasn't paid road tax, using the road.
