Rotating the disc so that the lines align unlocks the road, allowing it to hinge upward so that Gwynn ap Nudd and the hounds of Annwn can pop out for a bit of mischief. Used to happen all the time when I lived in Wales.
I'm going to go with A: clearly a diagram of a wagon turntable, many of which existed at Temple Meads, back in the day.
