No left turn?

The sign, here at the bottom of St Andrews Road has collapsed and the VW polo parked over it, against the traffic cone. Without lifting the sign up, there is no way to tell what it says.

Yet the fact that the car is preventing the van from turning left into Richmond Road without reversing backwards and forwards 3 times gives a hint as to what the sign could be saying. Is it perhaps a no left turn sign? One that was being ignored, until this car owner bravely decided to make the rule enforcable by parking so as to prevent any left turns?

A bold decision, and look they provide room for passing pedestrians.
